Very good packaging, but how can you form an opinion about a young plant that hasn't started yet?

Hello, I bought this beautiful young plant last year from Promesse de fleurs. It has grown well, but, disaster: It was completely infested with particularly voracious aphids... After a natural treatment (black soap, etc.), it became quite tired, although I had a few clusters of flowers in September. Currently (early March), there are no leaves. Is this normal? When can we expect to see it start again in the Paris region? Thanks in advance. Sylvie Promesse de fleurs' response: I think it's still a bit early to see it start. Keep me updated.
