Planted upon receipt in November 2017, the vine-plant has grown well but not a single flower. Is it normal in the first year?

Beautiful plant
This young plant arrived in a dry substrate and the leaves were all wilted. Fortunately, a little water upon opening the package restored its variegated appearance.
I am waiting to see if the chosen location suits it.
